Use when

- Collect changed files and diff.
- Run required automated checks.
- Perform spec compliance review.
- Perform quality review.
- Perform sandbox/security review.
- Record findings and waivers.
- Ask for human promotion approval when policy requires it.
- Promote selected changes or discard sandbox.
- Write promotion/audit records.
