Use when

- Select a task or small task batch from the plan.
- Assign issue refs and workflow profile.
- Add ordered context files.
- Add constraints and non-goals.
- Add required/suggested skills.
- Define expected outputs.
- Choose sandbox backend.
- Define verification commands and review gates.
- Serialize as
uh.mission.v0.
Exit criteria
